U.S. Will Increase Its Troops in Afghanistan

first_img Defense Secretary Robert Gates has ordered the deployment of another 1,400 U.S. soldiers to Afghanistan, where they could begin to arrive starting in mid-January, The Wall Street Journal reported, citing U.S. officials. “The rationale is to take advantage of the gains we have made over the last several months and apply more pressure on the enemy at a time when he is already under the gun,” Pentagon spokesperson Geoff Morrell said, according to the daily. The troops could arrive in Afghanistan starting in mid-January, ahead of the Northern Hemisphere spring, a time when fighting increases, and will be sent to the south, near Kandahar, The Wall Street Journal said. Commanders are also studying proposals for a temporary increase in front-line forces, the article added, affirming that the total increase could be up to three thousand men, if the plans are approved. The United States invaded Afghanistan at the end of 2001 – following the 11 September attacks – and has maintained troops there since then. An official U.S. report issued in December mentioned an upcoming “responsible reduction” of forces in Afghanistan – currently around 100,000 men – to begin in July, although without forecasting a complete transfer of control to the Afghans until 2014. Philips scheme to replace PGGM with Blue Sky as admin

first_imgThe €21bn Dutch pension fund of electronics giant Philips said it wants to move its administration from PGGM to Blue Sky Group. It said the two players had signed a declaration of intend to outsource both the administration and communication services for its 98,000 participants and pensioners as of 1 January 2021.The pension scheme added that it expected negotiations to be completed soon.Last year, the Philips Pensioenfonds announced it would seek a new provider, as it wanted to be optimally prepared, albeit “against reasonable costs”, for the changes that would come with a new pensions system. The asset owner said it wanted a provider with a more flexible IT system with proven qualities.A spokesman explained that the scheme’s search for the best IT system had been complicated, as several providers will replace their existing systems in the coming years.“We wanted a system that is prepared for the future, has proven flexible qualities and offers a good price-quality ratio.”In its annual report for 2018, Roel Wijmenga, the scheme’s chair, said he was worried about the expected costs of a transition to a new system with a degressive pensions accrual rather than the current average one.He said he feared the pension fund would have to bear most of the costs – estimated at hundreds of millions of euros – of compensating older participants, who will be negatively affected by the change. In 2016, the Philips Pensioenfonds replaced Aon Hewitt with PGGM as pensions provider. The change lead to a significant drop in administration costs. The scheme reported costs per participant of €112 for 2018. Of total annual costs of €6.7m, €1.6m was attributed to the board and the pension fund’s administrative bureau. The fund highlighted that the search for a new provider had not been triggered by below standard service or PGGM’s renewed focus on the care sector. It declined to say how many providers had been involved in the selection process. It said that consultancy Sprenkels & Verschuren, IT advisor IG&H and IT service management firm Quint Wellington Redwood had assisted in the selection process. The Philips Pensioenfonds is to become Blue Sky Group’s largest client. At the moment, Blue Sky is the provider for 13 pension funds, including KLM’s schemes, with 87,000 participants and pensioners in total. The scheme has outsourced its asset management to BlackRock since 2005. At the time, it left Merrill Lynch Investment Managers, which merged with BlackRock a year later. It said it is not considering switching asset managers.last_img read more

14 New Cinema 4D R16 Features You Should Know About

first_imgMaxon is updating Cinema 4D to R 16! We’ve rounded up some of the best new features. We are extremely excited for the Cinema 4D R16 update, planned for a September 2014 release. There are dozens, if not hundreds, of updates included in this version, so we thought it would be awesome to share our favorites. So in no particular order, here are the 14 new features that we are excited to use in the Cinema 4D R16 update.1. New Cogwheel SplinesA cogwheel spline allows you to create gears and cogs that perfectly fit into each other. The updated cogwheel splines are supposed to be so accurate that they will be fully functional when 3D printed.2. Bevel DeformerThe bevel deformer allows users to bevel without being destructive to your model. Models will now retain their editability even after you apply your bevel.3. Sculpting ImprovementsMaxon has added more control over various sculpting details including parametric objects, curves, masks, stamps, and stencils. Along with these helpful updates, Maxon is allowing users to create their own sculpt brushes.4. Team Rendering ServerWith Cinema 4D’s new team rendering server you can share your complex rendering tasks with your project collaborators online.5. New Content LibraryNew presets including stairs and house generators have been added to R16. The new update also includes many helpful presets for MoGraph designers who work with infographics.6. Packaging DesignerCinema 4D now allows users to design functioning packaging for product demonstrations.7. Annotation TagsWorking with multiple designers? You can now add annotation tags to your models. This is great for critiquing and collaborating with a team.8. Brick Shader DisplacementThe new brick shader displacement will allow users to create brick textured displacement maps on flat services with ease.9. Motion TrackerPerhaps the coolest new update in Cinema 4D, a motion tracker has been added to help designers drop 3D models into their footage. This feature works very similarly to the After Effects tracker, so if you have experience with AE trackers this should be easy to grasp.10. Interaction TagA new interaction tag allows for custom scripts to be added to your model movements. This is going to be really great for character animation.11. Reflectance Material EditorThe reflectance material editor is a great update that replaces the reflection and specular material editors. The new Reflectance editor is designed to create more life-like textures when working in metals and fabrics. This new feature works a lot like VRay or other reflection based material editors.12. Polygon PenThe polygon pen is an exciting new feature that will allow users to “paint” on a polygon path right into their scene. This Polygon pen can also be used to paint polygons on irregularly shaped 3D surfaces.14. Intelligent snappingCinema 4D now has predictive snapping between edges, vertices, and points. Modeling will subsequently be a much faster process. These are only a few of the new features announced for Cinema 4D R16. Rich haul in a day’s work

first_imgHowever much you abuse the Indian sporting system, it’s no secret that we have an abundance of shooting talent. And they are the ones who gain the most from the government support. On Tuesday, unsung and unknown Rahi Sarnobat from Kolhapur came out with her pistol smoking as she teamed up with seasoned Anisa Sayyed to secure India their second gold medal from shooting.Rahi’s individual score of 296 out of 300 was by any standard world class, and she has been lucky to learn the nuances of ‘sports pistol’ from former international shooter Sheela Kanungo. This was Rahi’s first big medal, though she had served notice of her talent earlier this year when she made it a World Cup final in Australia.Rahi started off as an air pistol shooter and graduated to sports pistol over two years ago. Old timers rave about her as the one for the future, as on Tuesday, she was comfortable with both precision and duelling. And however much we complain about the Commonwealth Games, Rahi’s success began at the Pune Youth Commonwealth Games in 2008.On a day when the country’s two top rifle shooters – Abhinav Bindra and Gagan Narang — shot a golden gold for India, this also set the tone for an exciting individual final on Wednesday. It’s going to be a nerve-jangling affair as they have scores to settle, though they will never admit it. Gagan had told me before the Games he wants to win six gold medals. May be too early to get carried away, but surely not beyond the realms of reality.advertisementThat apart, the rich haul from the wrestling arena was simply out of the world. Agreed, Ravinder Singh and Sanjay were tipped favourites, but the way Anil grappled was breathtaking against an ugly Aussie opponent answering to the name of Hassene Fkiri.Hassene had the height and build advantage but when it came to using the brain, Anil showed everyone how cool he is and used his brain well.Despite rough play from Hassene, Anil did not get flustered. All the same, when the technical panel decided to suspend Hassene, it was a clear signal that in modern day sport, there is no scope for unprofessional conduct. The Aussies always take great pride in representing their country and Hassene shamed them on Tuesday. To head-butt, still lose and not even shake hands with Anil after losing the gold was simply ugly.last_img read more
